Kerajaan berunding dengan pengendali untuk elak kenaikan tol di 19 lebuhraya, lanjut tempoh konsesi

Kerajaan telah memulakan rundingan bersama syarikat pengendali lebuhraya dengan menyasarkan untuk mengekal atau mengurangkan kadar tol di 19 lebuhraya, menurut Timbalan Menteri Kerja Raya, Abdul Rahman Mohamad, laporan The Edge. Syarikat pengendali tersebut termasuk Amanat Lebuhraya Rakyat (ALR), Projek Lintasan Kota Holdings (Prolintas), IJM, ANIH dan PLUS. Walau bagaimana pun, beliau tidak memperincikan tawaran bagi lebuhraya mana yang sedang dalam proses rundingan.

Pada tahun 2022, ALR mengambil alih empat lebuhraya dari Gamuda dan kini mengendalikan LDP, Sprint, Kesas dan Terowong Smart. Prolintas pula masih menjadi pemegang konsesi bagi enam lebuhraya iaitu AKLEH, Lebuhraya Guthrie, Kajang SILK, SUKE dan DASH. Manakala IJM pula mengendalikan empat lebuhraya iaitu Besraya, NPE, LEKAS dan Lebuhraya Pantai Barat di bawah WCE Holdings.

Sementara PLUS pila mengendalikan Lebuhraya Utara-Selatan, NKVE, Lebuhraya Seremban-Port Dickson, Lebuhraya Elite dan Lebuhraya Butterworth-Kulim. Malah Lingkaran Kedua Malaysia-Singapura dan Jambatan Pulau Pinang juga di bawah kendalian PLUS.

Manakala lebuhraya utama dari KL menuju ke pantai timur pula terbahagi kepada dua dengan ANIH mengendalikan Lebuhraya KL-Karak dan LPT1, dan LPT2 pula dikendalikan oleh LPT2 Sdn Bhd.

Abdul Rahman berkata sebarang cadangan untuk menstruktur semula perjanjian konsesi bergantung kepada perbincangan dengan syarikat konsesi dan kerajaan, tertakluk kepada kelulusan daripada Kementerian Kewangan.

“Keputusan mengenai kadar tol mesti dibuat secara holistik dan konklusif, dengan mengambil kira implikasi kewangannya yang ketara dan keperluan untuk mengekalkan keyakinan pelabur, mematuhi syarat perjanjian konsesi, dan memastikan tanggungjawab pemegang konsesi terhadap pengurusan dan kos aset lebuh raya, akhirnya meringankan beban kewangan masa depan kerajaan.

“Walaubagaimana pun, cadangan tersebut memerlukan kajian menyeluruh, dan dianggarkan bahawa pemansuhan tol di seluruh negara akan menelan belanja sekitar RM400 bilion,” kata Ahli Parlimen Lipis itu.

Akhbar tersebut turut berkata kenyataan Abdul Rahman mengesahkan laporannya pada Mei yang mengatakan kerajaan sedang mengkaji untuk melanjutkan tempoh konsesi bagi semua lebuh raya di Semenanjung Malaysia bagi mengelak kenaikan tol. Lanjutan itu boleh dilaksana selama 30 tahun, tertakluk kepada kelulusan kabinet, kata sumber.

Rundingan tersebut sangat diperlukan kerana syarikat konsesi memiliki hak untuk menaikkan kadar tol, mengikut perjanjian masing-masing. Untuk tidak menaikkan kadar tol, kerajaan harus membayar pampasan kepada syarikat konsesi menggunakan wang dari pembayar cukai. Sebagai contoh, tahun lalu, kerajaan mengeluarkan sebanyak RM861.22 juta untuk mengekalkan kadar tol.
